The Sino-German cooperation of the School of Mechanical Engineering has a long history. Since 2010, starting from the cooperation with the Ostfalia University of Applied Sciences, it has successively launched cooperation with universities such as Bielefeld University of Applied Sciences, Dresden University of Technology, RWTH Aachen University, Eastwestfalia University of Applied Sciences, Berlin University of Technology, etc. There are already 9 "4+2" and "2+3" double degree programs at RWTH Aachen University, the International Innovation Talent Training Program of the China Scholarship Council, DAAD holiday language and internship programs, covering Sino German undergraduate double degree programs, graduate studies in Germany, joint training of graduate students, public visiting scholars, holiday internships, exchange students, teacher exchange visits, etc. The annual quota is more than 100 people. To expand Sino German cooperation, the college has a dedicated Sino German cooperation working group: Vice Dean Tian Huaiwen, Vice Leader, Deputy Secretary Sha Xiaoxue, and Associate Professor Tang Yang. For more than 15 years, the Sino German cooperation in the college has made corresponding achievements in exchange visits, platform construction, scientific research cooperation, student training, and work organization.
1. Regarding communication and visits
Our institute has organized and participated in multiple Sino German forums, Sino German Professor Forum, etc., and conducted various exchanges on Sino German engineering education, science and education integration, etc; We also sent multiple batches of teachers to participate in German summer camps or visit schools from March to December to deepen their understanding of German engineering education; More than 20 people, including President Karger, Professor Liu Henke, Director Stefan, and Dean Budde, from the University of Applied Sciences Ostfalia, Dresden University of Technology, and Bielefeld University of Applied Sciences, visited our university to give lectures, exchange ideas, and promote in-depth cooperation. In 2014, Principal Pu Yun had in-depth exchanges with HS Ostfalia on Sino German cooperation in education. In 2013, Vice Principal Zhang Xiufeng led a team to visit HS Ostfalia and signed relevant agreements.
2. Student development
The college organized thousands of students to learn German, registered hundreds of students to participate in Sino German cooperation projects, and selected more than 10 batches of hundreds of students to pursue master's degrees in Germany. Some students continued to pursue doctoral degrees in Germany after graduation, such as Braunschweig University of Technology and Clausthal University of Technology. Both parties have jointly established the dSpace semi physical simulation laboratory to conduct relevant semi physical simulation training for undergraduate and graduate students. And introduced the German curriculum "Fundamentals of Control Engineering" to deeply study the teaching paradigm of German science education integration. We have established an international chemical engineering training base that integrates science and education - the Jiaoda Leshan High tech Zone Innovation and Entrepreneurship Base, and the Vehicle Digital Laboratory. Through the alliance of teachers and students, we solve specific problems for enterprises as a carrier, and combine industry, academia, research, and government to cultivate hundreds of international talents with international competitiveness. At the same time, joint training programs for talents at various levels, including undergraduate and graduate programs, have been carried out in Chengdu Sino German Industrial New City, Chengdu Vocational and Technical College of Industry and Trade, Geely College, Chengdu Foreign Language Institute, Southwest Jiaotong University, etc., to meet the needs of enterprises!
3. Platform construction
The Leshan Sino German Science and Technology Promotion Center, a key platform jointly built by Sichuan Province and Southwest Jiaotong University, has been established. An alumnus of Dresden University of Technology has been introduced as the director, focusing on promoting science and technology education cooperation between China and Germany. The center has taken the lead in promoting various German cooperation between Southwest Jiaotong University and Germany, and has added 8 study abroad, study tour, research cooperation, Sino German cooperative education projects to the School of Mechanical Engineering. As a core force, it has participated in the application and construction of the largest educational reform project in the history of our university, the Sino German Talent Special Zone of the "Jiaotong University Jiuzhou Electronic Information Equipment Industry Education Integration Demonstration Project", which effectively supports the internationalization construction of the college. We have also promoted various school local and school school collaborations, such as the planning and implementation of the Sino German Engineering College of Chengdu Industrial Vocational and Technical College and the Innovation and Entrepreneurship Base of Leshan High tech Zone.
In 2016, Southwest Jiaotong University, HS Ostfalia, and Leshan High tech Zone signed the Leshan Sino German Science and Technology Promotion Center Agreement.
4. Scientific research cooperation
China and Germany jointly carry out a series of scientific research projects, such as the Sichuan Province International Science and Technology Innovation Cooperation Project from 2019 to 2021, and exchange teachers and students to engage in actively guided research; I applied for the 2020 Sino German National Natural Science Foundation research project in the field of autonomous driving for automobiles; We have applied for and been approved for the 2021 China Scholarship Council's "Innovative Talent International Cooperation Training Project" in order to build a Sino German scientific research cooperation platform and corresponding faculty. We are closely contacting RWTH Aachen University, Dresden University of Technology, East Westphalia University of Applied Sciences, etc. to promote the implementation of scientific research cooperation projects.
5. Work organization
In order to better adapt to the new situation of Sino German cooperation, the college has established a Sino German cooperation leadership group led by the Dean and Secretary, a working group led by the Vice Dean of Teaching, and a Sino foreign cooperative education project office led by Zhan Feng, responsible for planning, coordinating, organizing, promoting, and implementing Sino German cooperation in the college, comprehensively promoting Sino German cooperation. The main responsibilities include:
1) Establish the Leshan Sino German Science and Technology Promotion Center, a key unit jointly built by the province and schools, and establish extensive connections with Germany;
2) Hire renowned German professors and experts to participate in Sino German cooperation in the college and actively promote Sino German cooperation in education;
3) Expand the "4+2" master's program between China and Germany, expand cooperation departments domestically and cooperation universities in Germany, extend cooperation levels to undergraduate and graduate students, strengthen international scientific research cooperation and teacher-student exchange visits;
4) Establishing Sino German cooperative education projects or institutions.
Our school collaborates with Siemens to train graduate students. The School of Mechanical Engineering admits 9 students annually, while the School of Information Science admits 6 students annually.
Training mode:
In the first academic year, students are required to complete graduate courses such as Siemens software applications and introductory training in industrial robots;
Starting from the second academic year, they go to Siemens to participate in in-depth software research around real problems in specific positions, until the end of the first semester of the third academic year;
In the last semester of the third academic year, they will return to school to revise their thesises, and complete the graduation procedures.
The purpose of this project is to cultivate international software development personnel familiar with machinery and information for Siemens.
On April 22, 2024, our university signed a "2+3" dual bachelor's degree agreement with HS Ostfalia University in Germany. For undergraduate students majoring in mechanical engineering (all majors in the School of Mechanical Engineering and the Intelligent Manufacturing major in the School of Smart City and Transportation) at our university, a maximum of 8 students can be selected each year to participate in this project. Students who have completed the basic courses and German language studies at Southwest Jiaotong University within the first two years will be selected by the Ostfalia University of Applied Sciences and will proceed to the Wofenbit campus of Ostfalia University of Applied Sciences for three years of study free of German tuition fees. Students who pass the selection will be directly admitted if their Defu score reaches 16 points (4 * 4), while those who score 12 or above but below 16 points (with at least 3 points in spoken English) will be conditionally admitted. Our students can apply for dual degrees from Southwest Jiaotong University and Ostfalia University of Applied Sciences after graduating from German universities, and can directly apply for master's degrees from all top universities in Germany and the European Union without taking exams. The student learning process is shown in Table 1:

1. Students who complete all required courses in the undergraduate talent training program for mechanical engineering at Southwest Jiaotong University within a maximum of 6 years are eligible to apply for a bachelor's degree certificate and a bachelor's degree certificate from Southwest Jiaotong University.
2. As Southwest Jiaotong University requires compulsory courses in ideological and political education, physical education, and military affairs, but German universities do not recognize these credits, it is best for Southwest Jiaotong University students to complete these three types of courses in the first, second, or sixth academic year. Regarding foreign language courses, Southwest Jiaotong University has regulations regarding the exchange of second language scores for English grades. Students' German scores can be exchanged for corresponding English scores to meet graduation requirements.
3. German universities are exempt from tuition fees. According to the school's regulations, students still need to pay the normal tuition fee of Southwest Jiaotong University (4900 yuan/year), and they will bear their own living expenses in Germany (about 50000 to 60000 yuan/year).

The corresponding course credits obtained by students of Southwest Jiaotong University during their freshman and sophomore years can be exchanged for those of Ostfalia University of Applied Sciences, as shown in Table 2. The exchange of their grades follows the rules specified in Table 3. Similarly, students who have obtained corresponding course grades in Germany can also exchange them at Southwest Jiaotong University according to Table 3. The corresponding table of courses required for students to apply for Southwest Jiaotong University's undergraduate diploma and bachelor's degree certificate after returning to China with credits from courses taken in Germany shall be implemented in accordance with the regulations of both parties. In the future, after adjusting the talent training plan, both parties shall discuss and refer to this table for implementation.

In January 2011, the two universities signed a cooperation framework agreement and an agreement for HS Ostfalia to accept mechanical students from Jiao Tong University to pursue a master's degree. The School of Mechanical Engineering at Southwest Jiaotong University has formed a specialized Sino German cooperation team, with the German side setting up a dedicated team of professors to be responsible for Sino German cooperation projects. Over the past 15 years, both teams have never stopped and have continuously expanded the scope and depth of cooperation. Currently, Sino German cooperation has reached a higher level. Over the past 15 years, both parties have mainly carried out the following work:
1. Both parties have provided assistance to students' German language learning for 15 consecutive years to promote cooperation between the two schools;
2. For 15 consecutive years, both parties have organized working groups to assess and select hundreds of students, successfully sending 47 students from our school, master's, and doctoral programs to pursue graduate studies or joint training at HS Ostfalia in Germany; Covering three colleges: Mechanical, Electrical, and Information;
3. In 2014, the dSpace semi physical simulation control laboratory of Southwest Jiaotong University was jointly established to assist students going to Germany in participating in control training and familiarizing themselves with the training mode of German industry education integration and the combination of theory and practice of science education integration;
4. A mechanism for mutual visits between professors and scholars has been established, with more than 20 exchanges and visits between the two sides. Southwest Jiaotong University has also sent more than 10 people to Germany for exchange and learning for three months or more through CSC or school support;
5. In 2016, a tripartite platform was signed between Jiaotong University, HS Ostfalia, and Leshan High tech Zone: Sichuan (Leshan) Sino German Science and Technology Promotion Center, which was selected as a key platform for cooperation between Sichuan Province and Southwest Jiaotong University by the Provincial Talent Office. Graduates from Dresden University of Technology were introduced to promote Sino German cooperation, focusing on technology and education cooperation services between China and Germany;
6. In 2017, the two sides held three rounds of consultations on Sino German cooperation in education and joint scientific research with the Emeishan government and Leshan High tech Zone. At the same time, they planned the Sino German Engineering College at Southwest Jiaotong University, which covers undergraduate, graduate, and doctoral programs;
7. Successfully applied for the Sino foreign cooperation project "Research on Active Guidance Technology for Independent Rotating Wheels of Rail Vehicles Based on dSPACE" by the Science and Technology Department of Sichuan Province in 2019; Applied for the Sino German Joint National Natural Science Foundation project in 2020; In 2020, the assistant school successfully applied for the first batch of 40 million yuan industry education integration projects in Sichuan Province based on the construction ideas of three Sino German talent special zones: research, technology, and skills.
8. In 2021, Vice Dean Tian Huaiwen and Associate Professor Tang Yang from Southwest Jiaotong University successfully applied for the International Innovation Talent Program of the China Scholarship Council with the support of HS Ostfalia. They can send 10 people to HS Ostfalia in Germany as visiting scholars for scientific research work annually, and currently receive 6 graduate students from our university for joint training;
9. From September 2023 to January 2024, Cornelia Link, an exchange student from Germany, will be accepted to study Industrial Engineering at the School of Mechanical Engineering;
10. On April 22, 2024, both parties signed a "2+3" joint bachelor's degree training program agreement between the two universities. The German side can accept 8 mechanical related 2nd year students from our university each year, and our university can accept 8 German exchange students.
Our university has signed a "4+2" joint undergraduate and master's degree program with RWTH Aachen University (TU9/Elite), Ostfalia University of Applied Sciences (Tongji, Zhejiang Science and Technology Cooperation Partner), University of Hanover (TU9/Elite), and Bielefeld University of Applied Sciences. More than 40 students have been selected for 14 consecutive years to study at the University of Applied Sciences in Ostfalia (German language teaching), and 33 students have been selected for 4 consecutive years to study at RWTH Aachen University (English language teaching).
Ostfalia University of Applied Sciences: Senior students or graduates from the School of Mechanical, Electrical, and Information Sciences of our university who pass the German language (B2 or similar certificate) entrance exam for German universities and achieve a good score can participate in the written test and interview for graduate students selected by German universities at our university. Those who pass the exam will be eligible for the German APS team review and fully admitted to pursue a free master's degree in Germany. Our university has 18 spots per year. Our school has been cooperating on this project for 15 years, and has sent out more than 40 students in total. The two schools have several project collaborations, and the overall list of students trained is as follows.
Southwest Jiaotong University and Chengdu Vocational and Technical College of Industry and Trade have selected 20 students to form the "Sino German Field Engineer Pilot Class " in 2024, to carry out a pilot program for cultivating technical innovation talents with Chinese characteristics and German standards

1.1 Project based teaching
Project based teaching will be integrated throughout the entire teaching process, mainly focusing on the "Guidelines for National Vocational College Skills Competition Events (2023-2027)", the German IHK assessment and certification project, and the Chinese University Formula Racing. Enable students to learn by doing, combine theory with practice, and develop their learning, hands-on, and creative abilities. Students' abilities can be recognized by the German IHK/HWK guild and form distinctive characteristics in the industry!
1.2 Multi mentor system
Experts from Southwest Jiaotong University, Chengdu Industry and Trade Center, German Academic Exchange Center, CRRC Group, and other relevant institutions have formed a mentor team to provide guidance for students throughout their learning process, covering theoretical, practical, international, employment, and competition aspects.
1.3 German Language Standards
Organize a team of German language experts from Jiaotong University, the German Academic Exchange Center, and Sichuan International Studies University to conduct immersive 1376 class hours of German language teaching for all students. From the first year's "Basic German" to achieve basic exchange and internship in Germany, to the second year's "Industry German" to achieve basic technical exchange in Germany, to the third year's "Professional German" to enable students to work in German enterprises or receive dual education. Students are familiar with German culture, history and industry, and can apply for review in Germany through consulates. Their language and learning achievements can be recognized by German guilds.
1.4 International Competence
Through visiting German/domestic German enterprises, practice, learning, exchange and various cross-cultural activities, students will be trained to be internationally competent, able to work in Germany and in domestic German enterprises, and meet the requirements of the national "the Belt and Road" international strategic talents.
