Prof. Dr. Xin Liu, Doctor of Business Management, is currently an Associate professor and Doctoral Supervisor of School of Public Management, Southwest Jiaotong University, and the Executive Deputy Director of the Sichuan Soft Science Research Base for “Science and Technology Collaborative Innovation”, Deputy Director of Intellectual Property Research Center of Southwest Jiaotong University. Postdoctoral fellow of the Chinese Academy of Sciences Science and Technology Strategy Consulting Institute, mainly focusing on Intellectual Property policy, public policy theories and methods. He is also the Under Secretary General of the Intellectual Property Policy and Management Special Committee of the Chinese Science and Technology Policy Research Association, the Secretary General of the Public Management Special Committee, a member of the Intellectual Property Special Committee of the Chinese Society of Technology and Economics, a Visiting scholar of the Technical University of Munich, Germany's Max Planck Institute of Innovation and Competition, a patent agent, and a national secondary psychological consultant, Consulting expert of the Development Research Center of the China National Intellectual Property Administration, expert of the Sichuan Intellectual Property Expert Database, and member of the Chengdu Philosophy and Social Sciences "Young Eagle Plan" Talent Plan. More than 40 research articles have been published domestically and internationally. Four monographs have been published. Led over 10 national and provincial level projects, including the National Social Science Foundation project(2021), the Ministry of Education Humanities and Social Science Foundation project(2018), the China Postdoctoral Science Foundation general project (first class, 2019), the central ministerial commission projects(2019), and the provincial-level science and social science planning projects(2018, 2019, 2021, 2022). Received a second-prize for Outstanding Achievements in Higher Education Institutions (Humanities and Social Sciences) from the Ministry of Education in China(2020), two third-prizes for Outstanding Achievements in Philosophy and Social Sciences from Sichuan Province(2019), and a first-prize for National Excellent Investigation Report on Intellectual Property Soft Project Research Results of  China National Intellectual Property Administration(2020).
